Adds a logical way to link Local Users to Repositories

This PR fixes #10.
How Has This Been Tested?
These changes were tested by dropping the local database, re-run the whole system and check if the local users had access to its institutions (which they had). In the previous state, it was necessary to manually add those links in the database.
